What message is this piece trying to convey?

What message is this piece trying to convey?

Firstly, I am hoping this kind of post is welcome on this website... but
if not, please close the thread.
I'm a programmer and know of the stackexchange websites through
stackoverflow, and am aware such specific questions are usually frowned
upon but please take notice that I have put a significant amount of effort
into writing this post.
I've been listening to a particular hip hop track for a few hours now and
have been pondering over its meaning. I was hoping someone with a more
insightful grasp on deep semantic meaning behind the words in this song
could share their opinion with me.
How you gonnna make a change? You can't change your own ways
Seventeen out my mommas house,
Had to change to a man to make my momma proud,
Things change, plannin on an honest route,
Road signs pointin straight to Obama house,
I was frontin when I voted you,
I ain't changed, smoked the l before I voted though,
It's all politics, gee boy I hope you know,
Ain't shit changed, every case still open close
C's for the cries, H is for the hatred, A's for it cheap 'n' I got goals
in the making,
N's for every nigga we stained in these streets and I swear no matter what
I'ma still keep it G
I'm rolling off the E, oops there I go again, I'm trying to balance the
success with the lows again
Pass through the hood, errbody knows it's him, jealousy corrupts every
soul of an open man
Damn... so I gotta think clearer...
Think plans out, and be a standout,
One hand whilst the other got both hands out,
Plus your right hand man never needs a hand out,
Some change for the good, some change for the bad,
I got change for a 20, but wont change for the cash.
If it ain't about respect, you can keep it.
I never change on my g shit.
The song is written by a young hispanic male living a poor and troubled life.
I'm not really sure exactly what the artist was trying to express in this
song. Especially through a few of his metaphors. Obviously the overall
message of the piece revolves around change. Growing up to live with the
'system' and the world so to speak. But is the overall focus his
dissatisfaction and vindication towards the system? Or his humble actions
within and wishes one day for a better social and political system?
The artist presents a political agenda in the track, mentioning President
Obama, and how his presidency has made little difference to the artists
life -- implied particularly in a legal sense, but there is little focus
the presidency in particular. It appears to act more as an introduction to
the artists social convictions outlined in later verses, which do indeed
tie in to a political agenda nonetheless.
The artist then defines letters of the word change much like an acronym.
This is something that confuses me a little. Is the artists drawn out
definition of this word supposed to convey the artists views on the
difficulties that the progression/change between childhood and adulthood
bring along, such as maturing, budgeting, giving up the childish mentality
and learning responsibility: coming to terms with 'the real world' as some
would say -- or is it more referring to his dissatisfaction with lack of
relevant support from society and the government: a lack of relevant
change to social behaviours and political agendas within certain contexts
in our modern society, ultimately making a hard life for those growing up
in particularly the artists demographic?
On one hand, I could relate "One hand while the others got both hands out"
to the artist being disconnected and closed off from society. Ignorant and
unknowingly resistant to change. A resistance to forming social
relationships and coming to acceptance of general social norms and
conventions. Not wanting to offer both hands to help people, but willing
to use his one hand to benefit himself -- giving the smallest amount he
can back to others that willingly help him as much as they can. Abusing
welfare, etc.
But by that same token, I could also see the 'One hand while the other got
both hands out' conveying the artists desires to separate himself from
those who take more than they need, particularly those who cheat the
system. The the artist merely opts to take one full handful of money as
opposed to two, in layman's terms. Or that the artist is trying to forge
his own path and seeks only basic guidance as opposed to being steered so
directly by those around him.
"Plus your right hand man never needs a hand out" Is an interesting line.
I see it as a right hand man being a very close friend. But apparently
they never need to 'take' from each other. So then... what does the artist
mean in the previous lines when they mention handouts?
The last few lines are pretty straight forward and I wont bother to go
into any further detail there.
