Active Directory 2012 + office 365 (CAL Type) [duplicate]

I'm getting ready to spin up my first AD deployment
I have around 100-120 users but only 30-40 laptops so to save money I was
going with device cals
HOWEVER today a friend told me a "Microsoft representative" said you to do
password sync with office 365 you needed to use USER CALS
Can anyone in a similar situation confirm?
